An empty property still generates significant ongoing costs. Whether you have inherited a property, are going through a divorce, or are waiting to sell an investment property, the monthly "burn rate" can surprise owners. The main cost drivers are the bond repayment (if any), municipal rates, body corporate levies for sectional title, insurance, security, and basic maintenance.
South African municipalities continue to bill full rates on vacant residential properties. Some municipalities offer a marginal rebate for properties that are genuinely unoccupied but the process is time-consuming and the saving is minimal.
Insurance for Vacant Properties
Most standard building insurance policies require the property to be occupied or regularly inspected. If a property is left vacant for more than 30 days without notifying the insurer, claims may be repudiated. Specialist vacant property insurance typically costs 25โ50% more than standard building cover. Failure to insure an unoccupied mortgaged property may breach the bond conditions.

Thabo inherited his mother's property in Johannesburg (value R1.2m, bond balance R650,000). He lives in Cape Town and cannot sell immediately due to estate administration.
Monthly costs: Bond R7,900 + Rates R1,000 + Insurance R210 (vacant loading) + Security R1,200 + Maintenance R500 + Utilities R350 = R11,160/month.

Do I still pay municipal rates on a vacant property in South Africa?
Yes. Municipal rates are levied on the property, not on its occupancy status. You remain liable for rates, refuse removal, and basic service charges even if the property is completely empty. Some municipalities allow you to apply for a rates rebate if the property is vacant and generating no income, but approval is discretionary and the saving is usually small.
Why is insurance more expensive for vacant properties?
Vacant properties present a higher risk profile for insurers: there is no occupant to detect fires, leaks, or break-ins early. Vandalism, theft of copper piping and fittings, and storm damage are more likely to escalate into major claims. Most insurers apply a loading of 25โ50% on standard building rates for properties vacant for more than 30 consecutive days. Always notify your insurer when a property becomes vacant.
What is the PIE Act and how does it affect vacant properties?
The Prevention of Illegal Eviction from and Unlawful Occupation of Land Act (PIE Act) governs the eviction of unlawful occupiers in South Africa. If squatters move into your vacant property, you cannot simply remove them โ you must obtain a court order. The court considers how long the occupiers have been there, whether they have children, and whether alternative accommodation is available. The process can take 3โ12 months or longer. Keeping a vacant property secured is far cheaper than eviction proceedings.

For sectional title properties, levies are set by the body corporate and are payable by all registered owners regardless of occupancy. You can approach the body corporate's managing agent to discuss your situation but there is no legal entitlement to a levy exemption for vacancy.
